Iowa's three most recent governors have granted commutations to inmates sentenced to death or life behind bars fewer than a dozen times in the past 30 years. At the same time, the population of inmates serving life in Iowa prisons without parole has risen dramatically — from 162 inmates in 1983 to 639 today, according to data gathered by the Register.
